Veterans who served in time of war and are domiciled in Connecticut may transfer their tuition waiver benefit to one child, provided neither the veteran nor the child has previously received a tuition waiver under these statutes

The transferable waiver applies to Connecticut State Community College, Connecticut State University System, and The University of Connecticut for tuition and extension fees

State funding for tuition waivers changes from partial reimbursement (amounts exceeding 2.5-5% of tuition revenue) to full reimbursement of total waiver costs through annual state appropriations

Only one child per veteran may receive the transferred benefit, though in families with two veteran parents, different children may receive waivers based on different parents' eligibility

Effective date is July 1, 2026, amending sections 10a-77, 10a-99, and 10a-105 of the general statutes
