Commissioner of Children and Families must amend department policies to extend eligibility timeframes for postsecondary education funding programs for youth whose education was disrupted by the COVID-19 pandemic

Applies to two existing DCF programs: Policy 28-1 (funding for youth committed to DCF who remain committed at age 18) and Policy 25-2 (funding for youth adopted on or before their 18th birthday)

Postsecondary education programs covered include any program leading to an academic degree, vocational certification, or employment training

DCF is not required to continue providing case management services for youth who begin receiving funding after age 21

Effective date: July 1, 2026
