Establishes a separate, nonlapsing "health care facility durable medical equipment account" administered by the State Treasurer, effective July 1, 2026

Account may receive state appropriations, legally required deposits, and gifts/grants/donations, with investment earnings retained in the account

Department of Public Health will use funds to make grants to health care facilities for purchasing durable medical equipment (wheelchairs, scooters, walkers, hospital beds, patient lifts, etc.) for elderly persons or persons with disabilities

Commissioner of Public Health may retain up to 2% of the account balance annually for administrative costs

Appropriates $1 million from the General Fund to the Department of Public Health for fiscal year ending June 30, 2027 to issue grants under this program
