Expands Connecticut's debt-free community college program to cover workforce development and continuing education programs starting fall semester 2026, in addition to existing degree and certificate programs

Students in noncredit workforce development or continuing education programs qualify for awards for up to six semesters of enrollment at Connecticut State Community College

Minimum awards remain $500 for full-time students and $300 for part-time students, with additional coverage for unpaid tuition and fees after other financial aid is applied

Eligibility requirements include high school graduation, in-state student classification, satisfactory academic progress, FAFSA completion, and acceptance of all available financial aid

Board of Regents must report completion rates by program type, including workforce development and continuing education programs, to legislative committees each semester
