Expands Inspector General jurisdiction to investigate deaths occurring "within the physical custody" of peace officers, law enforcement agencies, or the Commissioner of Correction, changing from the narrower "in the custody" standard

Authorizes the Inspector General to issue reports on deaths in Department of Correction custody, including recommendations for future action by the Commissioner of Correction

Adds explicit authority for the Inspector General to conduct investigative depositions when compelling testimony from witnesses with knowledge pertinent to investigations

Shifts responsibility for recommending future action following use-of-force incidents from the Office of the Inspector General to the involved law enforcement agency

Adds investigation of deaths within custody of peace officers, law enforcement agencies, or the Commissioner of Correction to the enumerated duties of the Office of the Inspector General under Section 51-277e
