Expands the definition of "firearm" to explicitly include major firearm components (barrel, slide, cylinder, frame, or receiver) and unfinished frames or lower receivers that can be readily completed into functional firearms or are marketed for that purpose

Broadens the definition of "rate of fire enhancement" to include forced reset triggers, auto-sears, and any device that increases a firearm's rate of fire above what a person could otherwise achieve

Permits legal transfer of large capacity magazines between persons already authorized to possess them under existing declarations of possession (law enforcement, military, licensed dealers, manufacturers)

Allows licensed gun dealers to facilitate transfers of assault weapons with certificates of possession to other individuals who already lawfully possess assault weapons and hold valid certificates of possession

Sections take effect July 1, 2026 (large capacity magazine and assault weapon transfer provisions) and October 1, 2026 (firearm definition amendments)
