Requires proposed budgets and special assessments in common interest communities to receive affirmative approval from a majority of all unit owners to pass, eliminating the previous system where proposals were deemed approved if not actively rejected

Executive boards must provide budget summaries to unit owners within 30 days of adoption, including reserve amounts and funding basis, then schedule a vote within 10-60 days

Special assessments totaling 15% or less of the association's last adopted annual budget take effect without unit owner approval; larger assessments require majority approval

Large communities (established before July 3, 1991 with more than 2,400 residential units) operate under different rules: rejection requires a majority of those actually voting, with at least 33.33% participation

Unit owners may request and receive the list of names and addresses of all unit owners free of charge, and communities with websites must post and annually update this information (effective upon passage; budget provisions effective October 1, 2026)
