Department of Emergency Services and Public Protection must pay all lifecycle costs (software and hardware expenses) that municipalities incur to participate in the Connecticut Land Mobile Radio Network, effective July 1, 2026

Connecticut Land Mobile Radio Network is the statewide public safety telecommunications system providing interoperable radio communications for public safety agencies

Commissioner of Emergency Services and Public Protection must develop a plan to encourage municipal participation, including assessment of current participation, infrastructure needs, long-term costs, and regional coordination opportunities

Plan must be submitted to the General Assembly's Public Safety and Security committee by January 1, 2027
