Increases the maximum number of deputy commissioners in the Department of Emergency Services and Public Protection from two to three, effective October 1, 2026

Creates a Deputy Commissioner of Administration as the first deputy commissioner, responsible for department-wide policy oversight, legislative affairs, and budgetary coordination

Establishes a Deputy Commissioner of Emergency Management, Fire and Telecommunications to oversee the Division of Emergency Management and Homeland Security, Division of Fire Services Administration, and Division of State-wide Emergency Telecommunications

Establishes a Deputy Commissioner of Public Safety and Training to oversee the Division of State Police, Police Officer Standards and Training Council, and Division of Scientific Services

Requires the Deputy Commissioner of Emergency Management, Fire and Telecommunications to have at least five years of managerial or strategic planning experience in public safety, security, or emergency services
