Municipalities must register all fire protection entities in the National Emergency Response Information System by July 1, 2027, and submit local fire protection plans to the State Fire Administrator detailing service providers, geographic boundaries, performance standards, and mutual aid agreements.

Creates the "Connecticut Fire" program within the Division of Fire Services Administration to provide state assistance to municipalities, including resident firefighters to augment volunteer departments, with grants administered by the Office of Policy and Management to incentivize regionalization.

Establishes a Deputy State Fire Administrator position and regional fire coordinators for each region to serve as liaisons between state fire services and local departments.

Requires creation of a First Responder Health and Benefits Unit by July 1, 2027 within the State Comptroller's office to coordinate firefighter benefits including cancer relief claims, workers' compensation, and disability claims.

Mandates statewide registries of fire chiefs and all career/volunteer firefighters by July 1, 2027, and a system for collecting computer-aided dispatch data from municipalities to monitor emergency service requests.
