Eliminates the $30 initial licensing fee for marine pilots, along with all subsequent fee increases that had been implemented between 1985 and 1993

Removes the annual renewal fee requirement for marine pilot licenses while maintaining the $1,000 surety bond requirement to the State Treasurer

Marine pilot licenses continue to expire on December 31 each year and require renewal of the bond and proof of current federal licensure

Removes marine pilot license fees from the statutory definition of "license, permit and fee revenues" in transportation funding statutes
