Prohibits drivers from holding or supporting mobile electronic devices with any body part, using devices unless in hands-free mode, reading/viewing/typing text messages, or having visible videos/moving images while operating a motor vehicle (effective October 1, 2026)

Classifies distracted driving in a highway work zone as reckless driving, subject to fines of $100-$300 or up to 30 days imprisonment for first offense, and up to $600 or one year imprisonment for subsequent offenses

Establishes fines of $200 for first violation, $375 for second violation, and $625 for third or subsequent violations of distracted driving provisions

Bans all mobile electronic device use (including hands-free mode) for drivers under 18 years old and school bus operators carrying passengers, except for emergency communications

Requires DMV knowledge tests for Class D licenses to include at least one question on distracted driving and mobile electronic device use by motor vehicle operators
