Utility companies with $20,000+ annual revenues must install, maintain, repair, and replace infrastructure and service connections located in state highway rights-of-way, and restore state property damaged by service connection failures

Repeals the 2024 ban on state procurement of diesel-fueled transit buses; maintains requirement that 30% of state buses be zero-emission by January 1, 2030

Requires new state facilities costing over $100,000 with public parking to have at least 8% of spaces be "electric vehicle capable" (pre-wired for future charger installation), effective July 1, 2026

Establishes dynamic part-time lane control systems effective January 1, 2027, allowing camera-based enforcement of HOV lanes, bus-only lanes, and emergency lanes with fines of $75 for first violations and up to $200 for repeat violations within one year

Increases the penalty for violating Governor's emergency travel restrictions during extreme weather from an infraction to a fine of up to $250
