Authorizes the Siting Council to require facility applicants to provide emergency services training to local firefighters at the applicant's expense, with municipalities given 60 days to request such training

Mandates designation of emergency contact persons for all covered facilities, with contact information provided to the Siting Council and local officials, and signs posted at facility entrances by January 1, 2027

Requires emergency contact persons to respond within one hour of any emergency; failures to respond must be reported in writing to the Siting Council by emergency personnel

Directs the PURA chairperson to convene a working group by November 1, 2026 to review processes for resuming electric generation after shutoffs exceeding 5 days, with a report due to the legislature by February 1, 2027
