Establishes a Human Trafficking Prevention Coordinator within the Office of Policy and Management, effective July 1, 2026, to coordinate anti-trafficking efforts among state agencies and law enforcement, develop training curricula, create a trafficking incident database, and maintain a statewide directory of victim services providers.

Requires all employees of the Department of Children and Families and contracted providers to complete human trafficking training by July 1, 2027, with refresher training every three years; Court Support Services Division employees face the same requirements.

Adds the Secretary of State and the Human Trafficking Prevention Coordinator as new members of the Trafficking in Persons Council, expanding membership from 22 to 24 positions.

Creates a temporary Human Trafficking Prevention and Response Task Force to implement recommendations from the "Blueprint to Strengthen Connecticut's Response to Human Trafficking" report, with annual reporting requirements starting January 1, 2027, until three years after passage or submission of a final report.

Changes permissive "may" language to mandatory "shall" for DCF duties including establishing multidisciplinary teams for trafficking cases, providing child welfare services to trafficking victims, and training law enforcement on minor trafficking.
