Commissioner of Social Services must establish a grant program for fiscal year ending June 30, 2027, to provide free diapers to children age 3 and younger from households with income at or below 200% of the federal poverty level

Diaper partnership consists of an organization representing hospitals partnering with a nonprofit that distributes diapers statewide to needy families

$1 million appropriated from the General Fund to the Department of Social Services for the grant program, effective July 1, 2026

Commissioner must prescribe reporting requirements for grant recipients and submit a report to the General Assembly by September 1, 2027

Report must include number of diapers distributed, estimate of unmet need, health conditions ameliorated with associated cost savings, and recommendations for future appropriations
