Expands the definition of "municipality" under Connecticut's state family and medical leave law (Section 31-51kk) to explicitly include transit districts alongside metropolitan districts, towns, cities, boroughs, villages, fire and sewer districts, and other municipal organizations with taxing authority

Clarifies that transit district employees qualify as municipal employees, making them exempt from certain provisions of the state family and medical leave act

Replaces the previous definition that simply referenced section 7-245 with a more detailed enumerated list of qualifying municipal entities
