Expands organic waste diversion requirements effective July 1, 2027 to include any entity generating 26+ tons per year of source-separated organic materials, removing previous distance-to-facility and entity-type restrictions

Prohibits food service establishments from selling or providing food service ware made of expanded polystyrene (foam) effective July 1, 2028, with exemptions for prepackaged food, raw meat/seafood packaging, and enclosed coolers

Requires food service establishments beginning January 1, 2028 to provide single-use items (utensils, napkins, condiment packets, straws) only upon customer request, and bans straws with intentionally added PFAS

Mandates entities subject to commercial organics diversion requirements to prioritize donation of surplus edible food over composting or disposal, and maintain written food donation procedures effective July 1, 2027

Expands eligible costs for state materials management grants to include equipment and infrastructure for waste reduction, reuse programs, food recovery, and organics diversion systems effective July 1, 2026
