Establishes a task force to study absentee ballot access in unconsolidated cities and boroughs, specifically examining feasibility and obstacles to allowing voters to apply through the Secretary of State's online absentee ballot application system

Task force consists of 11 members including legislative appointees, town clerks, registrars of voters, the Secretary of State, an election law attorney, and the director of UConn's Center for Voting Technology Research

Secretary of State or designee serves as chairperson; initial appointments must be made within 30 days of passage, with the first meeting held within 60 days

Administrative support provided by staff of the General Assembly's joint standing committee on elections

Task force must submit findings and recommendations to the elections committee by January 1, 2027, at which point it terminates
