Reduces the quorum requirement for the Citizen's Ethics Advisory Board from six members to five members, effective from passage

Prohibits public officials and state employees from using their position to facilitate employment, promotion, or advancement of immediate family members (spouse, child, parent, brother, or sister), and bars them from supervising or participating in evaluations or discipline of these relatives

Expands conflict of interest provisions to cover situations involving a public official's or state employee's nonstate employer, or their spouse's nonstate employer, requiring disclosure statements or recusal when official actions would affect these employers' financial interests

Doubles multiple gift and expenditure thresholds: ceremonial awards from $100 to $250, food/beverage limits from $50 to $100, de minimis gifts from $10 to $20 (with annual cap from $50 to $100), and major life event gifts from non-family from $1,000 to $1,500

Increases the minimum contract value requiring open procurement process from $100 to $250, and raises lobbyist reporting thresholds from $10 to $20 for itemized expenditures and from $50 to $100 for paid communications and solicitations
