Updates Section 9-31a regarding permanently physically disabled persons applying to register as electors, changing the timeline for admitting officials to meet with applicants from "within ten days" to "not later than ten days after" receipt of application

Replaces gendered pronouns ("him," "he," "his") with gender-neutral language ("such person," "the applicant") throughout provisions relating to voter registration for permanently physically disabled persons

Corrects internal statutory cross-references in Section 9-163bb concerning early voting ballot procedures, updating references from "this act" to "public act 26-1" and clarifying subsection references for ballot delivery to counters

All three sections take effect October 1, 2026, with changes being purely technical revisions to grammar, punctuation, and cross-references without substantive policy changes
