Course syllabi created by or for faculty or staff at public institutions of higher education would be exempt from disclosure under Connecticut's Freedom of Information Act, effective October 1, 2026

Adds a new exemption (subdivision 29) to section 1-210(b) of the general statutes, which lists records not subject to public disclosure

Restructures reporting requirements for the Secretary of the Office of Policy and Management and department heads regarding government reorganization, clarifying they must submit progress reports and furnish information to the Government Administration and Elections committee upon request

Both provisions take effect October 1, 2026
