Amends Section 9-153a governing who may use federal absentee ballot application forms, effective October 1, 2026

Consolidates the listing of armed forces members with their spouses and dependents into a single category, eliminating a redundant separate category for spouses and dependents

Renumbers the remaining eligible voter categories (religious/welfare agency members, civilian U.S. employees abroad, temporary overseas residents, and overseas citizens under UOCAVA) from six categories to five

Removes outdated phrasing ("hereinbefore referred to") and updates punctuation in the statute

Makes no substantive changes to eligibility requirements; all previously eligible groups remain eligible to use federal absentee ballot applications
