Legislative Regulation Review Committee membership changes from fixed equal party representation (4 from each major party in House, 3 from each major party in Senate) to proportional representation based on actual party composition in each chamber, including minor parties

Appointing authority redefined to include only the Speaker of the House and President Pro Tempore of the Senate, removing minority leaders from the appointment process

Requirement that cochairpersons be from different political parties and alternate between parties each term is eliminated

State agencies must submit annual written status reports on their regulation reviews to their committees of cognizance beginning January 1, 2027, where previously no annual reporting was required

Effective date is October 1, 2026
