Expands Connecticut's Address Confidentiality Program eligibility to include individuals engaged in providing, facilitating, or promoting reproductive health care services or gender-affirming health care services who have safety concerns and work for entities targeted by threats, harassment, or violence within the past year

Extends program protections to require private persons and businesses (not just state agencies) to accept and use a participant's program address in lieu of their actual residential, work, or school address upon request

Creates new real property record shielding process allowing program participants who own property to request that town clerks keep their name and address confidential in land records and tax assessor records

Requires town clerks to establish procedures for shielding recorded property instruments containing participant information, with limited disclosure permitted only with participant consent, law enforcement request, court order, or Secretary of State authorization for bona fide title examinations

All provisions take effect October 1, 2026
