Commissioners of Developmental Services and Social Services must evaluate and share payment rates each department pays to nonprofit providers for identical services, effective July 1, 2026

Whichever department pays lower rates for the same services must increase those rates to achieve payment parity with the other department

Joint report required by October 1, 2026 to the Human Services and Public Health committees listing all services provided by nonprofits under contract with each department

Report must include current payment rates by department, costs to achieve payment parity, and cost comparison if departments provided services directly instead of contracting with nonprofits
