Expands victim statement rights to include proceedings involving dismissal of charges or entry of nolle prosequi, in addition to existing sentencing and plea agreement proceedings

Allows victims to express opinions concerning charge dismissals and nolle prosequi entries, not just sentencing matters

Replaces the outdated requirement for victims to submit stamped, self-addressed postcards with a requirement to provide up-to-date contact information to the state's attorney or Office of Victim Services

Requires prosecutors to sign a statement documenting notification attempts when they are unable to notify a victim

Effective October 1, 2026, amending Section 54-91c of the general statutes
