Establishes the "Federal Cuts Response Fund" to be held separately by the State Treasurer, with expenditures requiring General Assembly appropriation and balances carrying forward each fiscal year

Appropriates the full $330,811,954 to the Office of Policy and Management for FY 2026 to respond to policy impacts of P.L. 119-21 and mitigate federal funding reductions to state programs, with unexpended funds continuing into FY 2027

Requires the OPM Secretary to notify legislative leaders electronically before any expenditure or transfer, with a 24-hour window for a bipartisan leadership committee to disapprove by majority vote

Terminates the fund after June 30, 2027, with any unexpended balance transferred to the Budget Reserve Fund
