Establishes a Nonprofit Provider Advisory Board within the Office of Policy and Management, consisting of 10 Governor-appointed members plus commissioners from 9 state agencies, to advise on improving nonprofit service delivery, cross-agency collaboration, and financial viability strategies

Prohibits auto insurers from refusing to renew policies, assigning surcharges, or increasing rates solely because the insured is a volunteer driver providing transportation services for nonprofits or charitable organizations, effective January 1, 2027

Prohibits health insurers from retroactively denying or recouping payment on health insurance claims more than 12 months after receiving a clean claim for authorized covered services, effective January 1, 2027

Reduces the existing timeframe for contracting health organizations to cancel, deny, or demand return of payment due to administrative or eligibility errors from 18 months to 12 months after receipt of a clean claim, with exceptions for fraud, billing errors, duplicate payments, or coordination of benefits issues
