Requires state and local agencies that incarcerate or detain adults or juveniles to comply with federal Prison Rape Elimination Act (PREA) standards as of January 1, 2024, replacing the previous requirement to follow National Prison Rape Elimination Commission recommendations

Adds new requirement for mandatory transmission of sexual assault reports or complaints to the Office of the Correction Ombuds

Mandates the Commissioner of Correction to submit annual reports to the legislature starting January 1, 2027, detailing PREA training for staff, number and types of sexual assault reports, and investigation outcomes

Requires the Commissioner of Correction to adopt implementing regulations by January 1, 2027

Expands the Office of the Correction Ombuds' duties to include receiving and reviewing copies of sexual assault reports transmitted under PREA standards or made directly to the office
