Expands the definition of "nurse's aide" to include those employed by any institution (not just nursing homes), and allows the Department of Public Health to investigate complaints, impose summary suspensions, and take disciplinary action against nurse's aides for abuse, neglect, misappropriation of property, or fraud, effective October 1, 2027.

Authorizes disciplinary action against any health practitioner who fails to fulfill obligations after receiving funds from the Rural Health Transformation Program under 42 USC 1397ee(h), effective October 1, 2026.

Exempts tribal funding under the Rural Health Transformation Program from state contractor reporting requirements.

Enacts the Recognition of Emergency Medical Services Personnel Licensure Interstate Compact, allowing EMTs, advanced EMTs, and paramedics licensed in member states to practice across state lines without obtaining additional licenses, contingent on Massachusetts, New York, or Rhode Island also enacting the compact within one year.

Requires criminal background checks (including FBI fingerprint checks) for EMS personnel seeking licensure or certification once the interstate compact takes effect.
