Transfers duties from the Technical Education and Career System (TECS) board to the executive director, including developing long-range plans, maintaining capital improvement plans, and publishing annual school performance reports

Removes the three-year term limit for the TECS superintendent and eliminates the requirement for annual performance evaluations by the executive director

Allows the TECS board to recommend multiple superintendent candidates simultaneously to the executive director, rather than one at a time

Changes the board's role from setting admissions policies to an advisory capacity, recommending strategies for student recruitment and providing industry trend information for program planning

Eliminates the separate "division of postsecondary educational programs" while maintaining postsecondary program administration within TECS; most provisions effective October 1, 2026
