Adds one nonvoting local representative to the Connecticut Siting Council for any facility siting proceeding, appointed by the chief elected official of the municipality where the facility is proposed to be located

For facilities spanning two or more municipalities, the local representative would instead be appointed by the applicable regional council of governments

Local representatives must be electors of the affected municipality and must follow all confidentiality rules applicable to council proceedings

Amends existing council structure which already includes the DEEP Commissioner, PURA chairperson, legislative designees, and five Governor-appointed public members (at least two with ecology experience)

Effective October 1, 2026
