Requires persons undergoing psychiatric evaluation at Connecticut Valley Hospital to be separated according to their biological sex at all times

Amends existing statute to expand the Commissioner of Mental Health and Addiction Services' policy-setting authority to include persons undergoing psychiatric evaluation, in addition to current coverage of hospital residents and discharges

Maintains existing requirements that Whiting Forensic Hospital discharges for court-committed clients or Department of Correction transfers must comply with specified statutory sections

Connecticut Valley Hospital Advisory Council continues with 15 members: 6 appointed by Middletown's mayor, 8 by the Commissioner, and 1 chairperson by the Governor
