Adds "long-term acute care hospital" to the statutory definition of "institution" under Connecticut's health facility licensing laws, requiring these facilities to obtain state licensure from the Department of Public Health

Defines "long-term acute care hospital" as a hospital meeting the federal definition under 42 USC 1395x, which generally requires an average inpatient length of stay greater than 25 days

Includes long-term acute care hospitals in the definition of "long-term care facility" for purposes of background check requirements under section 19a-491c

Effective date: October 1, 2026

Amends sections 19a-490 and 19a-491c(a)(4) of the general statutes
