Early voting period runs from 15 days before to 2 days before regular elections, with ballots deposited directly into voting tabulators rather than sealed envelopes; registrars must certify early voting locations annually to the Secretary of State by February 15

Municipalities with 20,000+ population may designate additional early voting locations after public hearing; municipalities with college campuses of 1,000+ students living on campus must designate an additional early voting location on that campus

Prohibits appointing as moderator any person convicted of felonies involving fraud, forgery, larceny, embezzlement, or bribery, or any criminal offense under election law; election officials barred from partisan activities on days they serve

Requires Secretary of State preapproval of all official ballots, absentee ballots, and primary ballots before use; allows correction of errors in endorsement and candidacy certificates within 5 days of filing deadline

Limits disclosure of voter birth dates to year only (previously month and year); restricts use of voter registration information to election-related, scholarly, journalistic, political, or governmental purposes with fines of $500-$2,000 per violation for misuse
