Adds "vertiports" to the types of air navigation facilities subject to approval, licensing, and regulation by the Connecticut Airport Authority executive director, effective October 1, 2026

Increases license fees for airports, heliports, vertiports, and restricted landing areas with more than 36 annual landings/takeoffs from $150 to $300, with licenses valid for three years

Creates a new registration category for facilities with 36 or fewer annual landings/takeoffs, requiring a $100 registration fee valid for three years

Exempts municipalities from paying license or registration fees for airports they own or operate

Establishes that operating an unlicensed or unregistered air navigation facility constitutes a class C misdemeanor, with exemptions for federally-owned facilities
