Public Utilities Regulatory Authority (PURA) chairperson must conduct a study analyzing how the public benefits charge is depicted on residential electric bills for each electric distribution company

Study must evaluate whether current bill depictions adequately inform customers about the components of the public benefits charge

If depiction is found inadequate, PURA chairperson must provide recommendations for additional information and potential bill redesign, including creating new cost categories to increase transparency

Electric distribution companies must be given opportunity to submit written comments on any proposed bill redesign recommendations

Report containing analysis and recommendations due to the General Assembly's energy committee by January 1, 2027, with the act taking effect October 1, 2026
