Commissioner of Energy and Environmental Protection must conduct a study on the market for certificates issued by the New England Power Pool Generation Information System (NEPOOL-GIS)

Study must examine the role of renewable energy certificates in supporting development, financing, and continued operation of renewable energy resources in Connecticut and the region

Study must analyze current supply, demand, and pricing trends for certificates in state and regional markets, including those administered by the regional independent system operator

Study must assess whether certificates used for state renewable energy compliance demonstrate benefits in environmental protection, electric-grid resiliency, or other state benefits

Report due to the Energy and Technology and Environment committees by March 1, 2027; effective date October 1, 2026
