Commissioner of Energy and Environmental Protection must conduct a study of natural gas rates, including demand charges, for commercial and agricultural customers with intermittent peak monthly demand

Study will determine if a significant number of these customers are charged rates that do not fairly reflect their actual usage due to demand charges

If demand charges are found to unfairly increase rates, the commissioner must provide detailed recommendations for recalculating or modifying how charges apply to these customers

Report with recommendations due to the General Assembly's Energy and Technology Committee by January 15, 2027
