Establishes a Regulation Sunset Commission within the Executive Department to review existing Connecticut state agency regulations and recommend elimination of outdated, unnecessary, overly burdensome, or obsolete regulations

Commission consists of 7 members: 6 appointed by legislative leaders (Speaker, President Pro Tempore, majority and minority leaders of both chambers) plus the Secretary of the Office of Policy and Management or designee

Initial appointments must be made by July 1, 2026, with the commission terminating June 30, 2028; members serve two-year terms without compensation but may be reimbursed for expenses

Commission must meet at least quarterly, may hold public hearings, compel department heads to testify, and submit annual reports beginning January 1, 2027 listing regulations recommended for repeal

By January 1, 2027, the standing legislative regulation review committee must establish a public online portal for citizens to submit requests to amend or eliminate existing state agency regulations
