Repeals Connecticut's statutory caps on security deposits, which currently limit landlords to collecting a maximum of two months' rent from tenants under 62 and one month's rent from tenants 62 and older

Eliminates the requirement that landlords return the excess security deposit to tenants who turn 62 after paying a deposit exceeding one month's rent

Effective date is October 1, 2026, allowing landlords to demand unlimited security deposit amounts for residential rental properties

Maintains all other existing security deposit requirements including escrow account rules, interest payment obligations, 21-day return timelines, and penalties for violations

Makes conforming amendments to related statutes regarding social services programs, banking regulations, and small claims court procedures to reflect the removal of deposit maximums
