Allows a sole motor vehicle owner to designate a beneficiary on the certificate of registration who will assume ownership upon the owner's death, effective October 1, 2026

Beneficiaries must apply for a new certificate of title and registration within 60 days of the owner's death or before the registration expires, whichever is longer, or forfeit their right to obtain ownership through this process

Application requires the original registration showing beneficiary designation, owner's death certificate, proof of identity, and applicable transfer, registration, title, and number plate fees

Beneficiary rights remain subordinate to any lienholders with recorded security interests in the vehicle

Commissioner of Motor Vehicles may adopt regulations to implement the beneficiary designation system
