Transfers $70 million from the Federal Cuts Response Fund to the Office of Early Childhood for fiscal year ending June 30, 2026

Allocates $65 million to the Care 4 Kids child care subsidy program to cover children currently on the waiting list, with priority given to children with siblings already in the program and children with special needs

Any unexpended funds from the $65 million allocation may be used for provider stabilization, workforce recruitment and retention, expanded subsidy access, increased capacity, and quality improvement

Directs $5 million in bonuses to licensed child care providers in eastern Connecticut that participate in subsidized programs, addressing regional disparities in provider capacity and workforce shortages
