Amends Section 7-411 to require civil service boards to classify all officers and employees in merit system departments within 90 days after the initial appointment of commissioners, rather than the previous less specific "within" 90 days language

Retains the board's discretionary authority to exempt from testing and competition the department policy officer and one deputy, private secretary, or other confidential employee

Clarifies that classified civil service appointments must be made in accordance with established rules

Effective October 1, 2026
