Expands the population threshold for municipalities subject to emergency generator requirements from 130,000-135,000 to 130,000-140,000 residents

Requires privately owned multifamily housing projects in affected municipalities to install and maintain emergency power generators providing 4-12 hours of electrical power

Generators must supply power for heating, water, lighting, critical medical equipment in each unit, and passenger elevators

Applies only to buildings at least 15 stories tall with age-restricted dwelling units that have federally insured mortgages under the National Housing Act

Effective October 1, 2026
