Expands the State Marshal Commission from 8 to 11 members effective January 1, 2027, adding a Governor-appointed state marshal with 5+ years experience and two state marshals appointed by the Advisory Board, with the chairperson now requiring General Assembly confirmation

Requires the commission to appoint an executive director to administer commission functions, oversee budget and personnel, coordinate training programs, and serve as external liaison, with annual performance evaluations

Establishes new requirements for state marshal recruitment including interview committees with at least one state marshal member, mandatory pre-appointment training with classroom and field instruction, and public swearing-in ceremonies

Creates a $50 fee plus actual postage/delivery costs for state marshals who transfer restraining orders or civil protection orders to marshals in other counties during restraining order duty

Increases hourly fees for summary process and foreclosure removal actions from $100 to $150 per hour, and requires annual reports to the Judiciary Committee on workforce data, recruitment, training, and policy changes beginning January 1, 2027
