Creates a contingency special education grant starting fiscal year 2027 for school districts to cover costs exceeding two times the net current expenditures per student for children who enroll after March 1st or age out of birth-to-three services and require special education.

Prohibits the State Board of Education from approving any private provider of special education services owned or operated by a private equity company, effective July 1, 2026.

Requires the Commissioner of Education to convene a working group to study innovations in special education delivery, including public-private partnerships, research and development schools, and neuropsychological services in IEPs.

Working group must include at least one representative from an approved private special education provider and one from a provider currently ineligible for state approval.

Working group must submit findings and recommendations to the General Assembly's education committee by January 1, 2027.
