Commissioner of Energy and Environmental Protection must develop a biennial soil testing program for contaminants at utility-scale solar arrays, including cadmium, lead, arsenic, and zinc

Program must include disclosure of test results to property owners, remediation provisions for contamination (including groundwater), and cost recovery from responsible parties

Public notification requirements include land record recording of test results and any resulting land use restrictions

Commissioner must implement the program by October 1, 2027 and may adopt regulations under chapter 54 of the general statutes

A biennial soil testing fee may be assessed against owners or operators of utility-scale solar arrays to cover program costs
