Amends Section 16-353 of the general statutes to prohibit requiring permit holders to keep public highway excavation sites open after work completion, unless specifically required as a permit condition

Preserves existing requirements for obtaining permits before excavating in public highways or demolishing structures on private property

Maintains that obtaining a permit does not relieve any person from compliance with the chapter's provisions

Public agencies issuing permits remain protected from liability if permit holders fail to comply with chapter requirements
